◆How Japan can contribute to Industrial Human Resources Development in Africa◆

The 8th Tokyo International Conference on African Development (TICAD8) will be held in Tunisia from August 27–28, 2022. Leading up to this event, Mr. Hagiuda Koichi, Minister of the Ministry of Economy, Trade and Industry, announced the "African Future Industrial Human Resources Initiative." As part of this initiative, over the next three years, 5,000 young people from Africa will be provided with opportunities for education and training that will lead to the practical acquisition of skills. This initiative looks to utilize the growing African population, lead to industrial sophistication and job creation, as well as support the local expansion of Japanese companies. From the perspective of "developing industrial human resources," this event will touch upon considerations of how Japanese companies can expand their business into Africa and contributions that Japan can make to Africa.

In addition to welcoming Prof. Ohno Izumi, Professor, National Graduate Institute for Policy Studies, as the keynote speaker, we will introduce how Japanese companies have utilized the AOTS Program to develop industrial human resources in Africa. During the panel discussion, various parties involved in Japan-Africa relations have been invited to exchange opinions from both perspectives. This will be a unique opportunity for anyone involved in African business, so we look forward to your participation.

Professor, National Graduate Institute for Policy Studies (GRIPS)

Prof. Ohno Izumi specializes in international development policy, industrial development cooperation, and business and development. Prior to joining GRIPS in 2002, she worked at the Japan International Cooperation Agency (JICA), the World Bank, the Overseas Economic Cooperation Fund of Japan (OECF), and the Japan Bank for International Cooperation (JBIC). She currently serves as Director, International Cooperation Concentration at GRIPS. During Oct. 2018-Sept. 2020, she was Director of the JICA Ogata Sadako Research Institute for Peace and Development, and continues to serve as Senior Research Advisor to the institute. She is also a board member of the Association of Overseas Technical Cooperation and Sustainable Partnerships (AOTS) and the Japan-Thailand Economic Cooperation Society (JTECS). Since 2009, she has been engaged in JICA-supported intellectual cooperation, “Japan-Ethiopia industrial policy dialogue,” which aims to share the East Asian development experiences with senior policymakers in Ethiopia. She holds a MPA from the Princeton School of Public and International Affairs (SPIA) at the Princeton University in USA.

After Graduating from Kansei Gakuin University, Faculty of Commerce,
He joined Daikin Industries, Ltd. in 1989. He held various positions in the Daikin Industries, Ltd, including General Manager, Equipment Sales Department, in 2010, General Manager of Business Promotion Department and General Manager of Solution Strategy Department in 2013. After that, in 2017, he occupied Deputy General Manager, Daikin Europe S.A. in Belgium.
From 2020 to the present, he is Regional Manager for Middle East & Africa and Chairman and President of Daikin Middle East & Africa FZE.

Mr. Noro Hiroyoshi

After working in a corporate sales position in Recruit, at the age of 29, he broke through the problem-solving ability discovery program of Works Applications from his inexperienced development of non-engineers. After that, in 2015, he founded "DIVE INTO CODE", which made his keenly aware of the shortage of IT engineer human resources in the process of independence and entrepreneurship, and seized opportunities for those who challenged to become professional engineers. Aim to deliver IT education and employment opportunities to all countries in the world. Started IT engineer education in the Republic of Rwanda in August 2017. Produces graduates who are active as IT engineers. In 2020, won the 16th "Glovis Alumni Award" creative category.

Yasunaga Yuko
Managing Director,
UNIDO

 

Mr. Yasunaga Yuko is Managing Director of UNIDO, a position he has held since 2022. (Head of UNIDO, Investment and Technology Promotion Office in Tokyo (2017-2022)). Before joining UNIDO, he has had an extensive career with Japan’s Ministry of Economy, Trade and Industry (METI), with expertise in natural resources and industrial science/technology development, including serving as Vice-President of Japan’s National Institute of Advanced Industrial Science and Technology (AIST).

Prof. Dr. Bahaa Zaghloul
President, AOTS Egypt Alumni Society / Emeritus Professor and former chairman,
Central Metallurgical Research & Development Institute (CMRDI) – Egypt

Obtained a master and Dr. Engineering degrees from Tokyo Institute of Technology in Metallurgical Engineering in the years 1972- 1977. Throughout his career in Egypt, he has been active in R&D areas such as alloys development, welding technology and non-destructive testing. He is deeply involved in offering consultancies and technical support for Egyptian industries particularly in failure analysis and troubleshooting of capital equipment of oil & gas sectors, chemical & petrochemical plants, fertilizer plants, power generation plants and metallurgical & engineering industries in Egypt since 1978. He enjoys strong connections and good relations with both the public and private industrial sectors in Egypt including public organizations and governmental authorities. He is the founder and president of AOTS Alumni Society- Egypt as well as the Japanese University Graduates Association (JUGA) in Egypt. On August 18th 2017, Prof. Bahaa Zaghloul was bestowed the Order of Rising Sun with Golden Rays and Neck Ribbon by His Majesty the Emperor of Japan.

Mr. Watanuki Daichi
CEO, Agri-Mission LLC

While in college, he spent six months volunteering in Zambia. After graduating from university, he obtained a Master's Degree in Development Studies from Sussex Graduate School, UK. After working for Mitsubishi Fuso Truck and Bus Corporation and Saraya Co., Ltd. he joined JICA’s Japan Overseas Cooperation Volunteers in October 2017 and was posted to the Republic of Benin. He founded Agri-Mission LLC in Benin in March 2021. He is developing a vegetable delivery business to help farmers become self-reliant.

Mr. Damas Euclide Noussi Metsakeu

He graduated from the University of Yaounde I in Cameroon in 2005 and from the University of Yaounde II in 2009 with a Professional Master's Degree in Demography. He then joined the Ministry of Economy, Planning and Regional Development, Republic of Cameroon, where he has been working as a Research Officer in the Sectoral Analysis Unit of the Economic Analysis and Policy Department. During that time, he studied in Japan as an ABE Initiative Research Student from 2017 to 2019. He obtained a Master's degree in Economics from Ritsumeikan University, Graduate School of Economics.

Mr. Adil Ali Mohanmed Ahmed

After earning a degree in civil engineering from the University of Khartoum, he founded one of Sudan's leading construction companies. He has served on the executive committee of the Federation of Sudanese Engineers, and has held positions in local construction industry associations. He also has worked for a major Japanese general contractor.
After participating in the AOTS training program, he served as Secretary General of the AOTS Sudan Alumni Society for many years, and since 2019 he has been President of the Association of AOTS African Alumni Societies (AFAAS).

Mr. Kuwayama Shinya

After graduating from the University of Tokyo, Faculty of Law, he joined the Ministry of International Trade and Industry (now the Ministry of Economy, Trade and Industry) in 1977. He held various positions in the government, including Director of the Economic Cooperation Division, Economic Cooperation Department, Trade Policy Bureau; Director of the Trade Finance and Economic Cooperation Division, Trade and Economic Cooperation Bureau; and Director of the Personnel Division, Minister's Secretariat. Before appointed to his last position as Director-General for Regional Economic and Industry Bureau in 2008, he occupied important government positions such as Deputy Director-General of the Minister's Secretariat (in charge of the Trade and Economic Cooperation Bureau) in 2004; and Councilor, Cabinet Secretariat in 2005. After his retirement in July 2009, he joined Sohgo Security Services Co., Ltd as Executive Officer in the next month, and then continued to serve as Managing Executive Officer and Director, Managing Executive Officer. In 2014, he became President and Representative Director of ALSOK Stationed Security Co., Ltd. From June 2016 to the present, he is President of the Association for Overseas Technical Cooperation and Sustainable Partnerships (AOTS)
